HOW TO ENHANCE ENROLLMENT AT PRIMARY LEVEL IN HIMACHAL PRADESH

Suggestions for increasing enrollment and quality education in Govt. Primary Schools of Himachal Pradesh
Sir,
With regards, I want to have your attention on the serious problem of decreasing enrollment of Govt. Primary Schools in Himachal Pradesh. For our concern, we must know that the enrollment at primary level has decreased rapidly in last seven years. I am agree that Govt. and Dept. of Education has done its work ardently, but still there is a wide scope for new innovations and improvements. I want to suggest some points which will not increase the economic burden on the govt. but it will increase the quality education and also assist to increase the enrollment which are as below:
(1) Computer Assisted Primary Education (CAPE ) Programme should be introduced at primary level for initiating the computer education at Primary Level and its cost may be reduced as many Govt. Primary Schools of Himachal Pradesh are having thousands of Rupees as balance of Sarv Shiksha Abhiyan and Amalgamated fund. Hence, the amount may be used for purchasing a brand new computer and its maintenance. As 2100 Centre Govt. Primary Schools can do it easily, I request you to direct honble. Secretary of Education, HP Govt. to hold a ,meeting with Director,State Project Office ,SSA for allowing the Govt. Primary Schools to purchase a computer if the unutilized funds are sufficient for purchasing the computer. In case of shortage, the amalgamated fund may also be used. As DIETs have also left some unutilized amount, its head may be changed and may be directed to use it for providing computer in the Govt. Primary Schools of concerned district.
(2) The English medium education programmed may also be initiated where the teachers and SMCs demand for it themselves. The optional English Medium may be allowed as its experiment has been successful in Distt. Hamirpur (H.P.) . Please ensure that the textbooks of H.P.B.S.E are published in English medium and their publishing is ensured this year because private publications are looting public. The teachers serving in English Medium Schools must not be transferred for at least five years.
(3) The officers of Education Department must be given the monitoring powers for supervision of Private Primary Schools . A Central Head Teacher must be allowed to have monthly inspection/monitoring in the private primary schools under his cluster and at Block Level, B.E.E.O, at district level D.D.E.O Primary Education may be given executive powers for this purpose for ensuring that all the mandatory rules and norms are followed by the private schools too and the reverence of Right To Education Bill must be ensured.
(4) The post of a clerk must be created for every Centre Govt. Primary Schools as they have the burden of 17 registers, 5 funds, MDM, SSA and other works of information not only of their own school but also the consolidation of the information from subordinate schools and sending it properly. The clerk will also help the teachers of the subordinate schools in maintenance of the accounts and data. If the computers are given Govt. Primary Schools with internet connection, the process of sending data to the B.E.E.O/D.D.E.O. offices/Directorate will speed up and data may be produced online. The necessary information may be disclosed under RTI as per the record of the Govt. Primary Schools.
(5) EDUCATION KIT FOR PRIMARY KIDS must be given. It is a good idea for impressing the masses and students studying at primary level. Govt. provides free textbooks, copies, pencils, geometry boxes, uniforms etc., totally free to the children studying in Govt. Primary Schools but the things are given in long installments. I request you that all these things may be given combined in a, Education Kit. The School Bag will be needed for this purpose but it will be very impressive if done and such Kits may be distributed on result of the concerned class every year. As all children are given free textbooks, why the books for SC/ST/IRDP come separate or late? When all students are to be given this Kit, it will boost the interest of students and public towards Govt. Primary Schools and the efficiency of the state govt.
(6) Private Schools must be given an area upto which they could run the school buses. The limit for enrolling the students for more than three kilometers at Primary level must be fixed , otherwise the decreasing enrolment will continue. The limit is must to be set and we must know that many schools are already near the gates of Govt. Primary Schools which is the clear breaching of the norms. Schools without affiliation must be closed for the session.
(7) Approximate 55 % Govt. Primary Schools are having 2 teachers per school, approx. 10 % Govt. Primary Schools are single teacher and approximate 19% Govt. Primary Schools (2007-08) are having three teachers per school. Many schools do not have adequate staff. Approx. 84% Govt. Primary Schools have less than four teachers per school Please ensure that the teachers are appointed in such schools where staff is not available or inadequate.
(8) In many Centre Govt. Primary Schools, there are even no teachers available for deputation when non teaching duties are given. Its survey may be done by directorate of primary education. Please ensure that fresh appointments will be done in such schools on priority.
(9) Every Primary Teacher must be asked to serve in the remote /rural primary schools of the District mandatorily for five years as many teachers have never seen the village Govt. Primary Schools as they have served only in the urban areas’ Govt. Primary Schools.
(10) Please ensure that non teaching duties of the teachers are banned or at least may be reduced to maximum ten days per year. Such duties must be in rotation and female teachers must be asked to have participation in them as equal salary must be for equal work. The seminars of Sarv Shiksha Abhiyan must be started via correspondence mode now and material required for teacher training must be supplied to the teachers serving in Govt. Primary Schools. The teacher training seminars must be organized in holidays(if mandatory) but Sunday and Gazetted Holidays must be allowed to be given to the teachers during them. The period of the teacher training must be reduced from 20 to 10 days per month.
Please act on the mentioned points and do the necessary action. I hope that you will consider my points .
