JBTs cannot accept state cadre in Himachal Pradesh

Subject: Regarding implementation of state cadre for JBTs of Himachal Pradesh.
Sir,
With regards, I want to request you to stop the process of converting JBT cadre from District to state in Himachal Pradesh. Please take the matter very seriously because it is against the geographical and lingual conditions of Himachal Pradesh. As you know, there are more than 170 local dialects in Himachal Pradesh. The local dialects of Himachal Pradesh are quite different in context of inter-district communication. As dialects of Lahaul- Spiti and Kinnaur are quite different to Hindi and are in close vocabulary with Tibbetan and Chinese languages. Any primary teacher from lower Himachal Pradesh cannot teach a child with this type of mothertongue. As at the age of 5 or 6 years, most of the children do not know how to speak in Hindi , how will be better communication with the teachers in that area ? You have implemented Bhoti as the medium of instruction in Lahaul- Spiti, I don’t understand the logic of transferring the teachers for these classes who don’t know Bhoti and even other local dialects of that area. If someone abuses teacher, he cannot even understand it. At 6th Class level, students are able to communicate fluently in Hindi and hence, TGT’s can be given state cadre. What is the logic of making state cadre of JBTs even in Elementary education system?
1. Is the salary of JBTs = salary of TGTs in so called Elementary Education System?
2. Is the level of class 6th children = the level of class 1st student ?
3. Has the District cadre of JBTs created problems in the past or in present system of education in H.P. ?
4. Have all the JBTs in Himachal Pradesh been trained in speaking and understanding all the local dialects of Himachal Pradesh ? Have all the children of HP have been trained to speak in Hindi at the age of 5 years ?
5. Is the cadre of any job is the way to increase efficiency ? Has the government conducted any such research ? As we have also the available statics of HP, enrolment has decreased in Middle, Higher and Senior Secondary Schools like that in Primary Schools. Then what is the logic of this proposal ?
6. When Govt. had recruited JBTs, they had stated that there will be the district cadre of their jobs . How can it be changed in context of the JBTs recruited under those norms? It may be done in future on the basis of clear indication at the time of recruitment. But what is the need to do so ?
7. History says that Primary Teachers are rudiment of any state. Please do not pull the rudiment of the state.
As Kothari Commission had suggested Primary Education in Local Language like the other policies of National Policy of Education , please allow the local teachers to teach in Primary Schools. Let us be practical. Children need assistance of local dialect too. If we want to make any change, please it in the system of recruitment of Primary teachers by making Graduation as the minimum qualification for the post of Primary Teacher.
Distt. Chamba, Kullu, Kinnaur, Sirmaur, Upper Shimla, Upper Solan have many mismatching dialects. Please stop the decision of making state cadre for JBTs. Let the position of status quo remain in the sector to avoid a ramaffle.I hope that you will take necessary action in the matter.

ReplyDeletei am very much impressed by your work done,..but i am not agree with you for dat JBTs cannot accept state cadre in Himachal Pradesh.
One side you are r socially attached with the people for work done on the other side,you are against the exposure of JBT at state level...WHY SUCH DUAL???????
In world of compition be need such a efficient breed of teachers who want to serve for country not for their-self...JBT teachers must have the will to work for humanity any where in the state, so that they can actually serve our state...This is the time of compition ..Govt. school can only survive when teachers have will to work..
